1925-1953年為智利參議員，並曾任智利駐烏拉圭、巴西、多明尼加、海地、巴拿馬、祕魯大使，以及智利出席第2、6、8、9屆聯合國大會代表團主席，1955-1956年為第十屆聯合國大會主席，1958年為駐阿根廷大使。
