In Committee I, Austin made the best speech I have ever heard him make. It was, I have been told, an impromptu effort. It tore down the specious arguments of Vyshinsky; it also gently brushed aside the suggestions of El Khouri.
Lunch in the Embassy, in honor of French cabinet. Four former prime ministers were present.
At 2, had informal consultations with the Canadian, Colombian, Belgian, Syrian delegates on Berlin. Agreed to support adoption of agenda; to consult each other in regard to major moves; to allow at least two days to lapse after presentation of case by both sides before any one of us takes action.
S.C. met at 3. The Assembly Hall was filled; S.C. had a larger audience than on any previous occasion. Vyshinsky contested the competency of the Council to deal with the case. Jessup delivered the main reply; if the U.S.S.R. was really loyal to the U.N., she should not object to the adoption of the agenda.
