Cabinet at 9. Wong 【翁文灝] presiding. Long discussion on students troubles in Kunming. Chiang Monlin 【蔣夢麟] conveyed to us some very interesting information, that the Acting Governor Li Tsung-huang 【李宗黃] forbad the mass meeting on the ground that while the leader could be broadminded-enough to approve free speech, he could not afford such a luxury: damn fool! Budget for the year 1946 passed: ordinary administration, CN$108,925,100,046; public enterprise 109,536,798,000; subsidy to civil servants 164,040,000,000; relief and rehabilitation and reconversion 542,000,000,000; provincial and municipal 121,911,892,000; subsidy to districts and towns 74,151,204,000; total, 1,120,544,994,046: exclusive of military expenditure. Revenue for 1946: 736,738,589,669. R. & R. special fund 432,000,000,000; reconversion (administrative and educational) 110,000,000,000. There was no dispute about my R. & R. fund. Chang 【張厲生] spoke strongly for larger expenditure in the provinces, a stand which I supported: probably 20,000,000,000 will be added. Chu 【朱家驊] asked for a larger sum for education, probably 15,000,000,000 more will be given to him. I am overjoyed by the budget. Kizer came in the afternoon to show me some letters which contained a criticism of CNRRA 【行政院善後救濟總署]. Major Lowndes【1】 came to have a chat: very fruitful.
