Staff conference 9 to 10. 蔡可選【1】 called: slated to head up the Transport Bureau at Hankow. Told him that his job was to transport supplies from Hankow to Hunan and Kwangsi in the south and Honan in the north, besides supplying Hupeh. He assured me that he could get trucks already in Hunan and Kwangsi right away and that he, knowing the railway people both in Canton-Hankow and Peiping-Hankow, could easily dispose of 50,000 tons a month. Called on T. V. 【宋子文]: he was pleased with the fact (1) that UNRRA 【聯合國善後救濟總署] would supply all the cotton needed, and (2) Hendrickson was convinced of the importance of transportation. He promised to secure (1) office space in the Bank of China building as well as to ask WTB 【戰時運輸管理局] to loan the Mitsui 【三井] building, and (2) to allot 70 more places on planes in addition to 100 places for Nanking. Afternoon, bargained strenuously with the cotton people: finally agreed to supply 125,000 bales of cotton every month for six months at quoted commercial price in Shanghai or at cost plus 25% for handling and transport: 1,500,000,000 down as pre-payment: one month credit for all purchases, a deal totaling $95,000,000,000.
