At 10, staff conference.
After lunch, went to the office at 1:30. Hendrickson, Kizer, and Olmstead【1】 came at 2:50 p.m. There was some confusion, because Yu Fei-peng 【俞飛鵬] was holding a press conference at the same time; but I persisted in going ahead with it. The conference began at 3:05; at 3:15, all the foreign correspondents streamed in. Hendrickson adroitly expressed sympathy with China, without committing UNRRA 【聯合國善後救濟總署] to anything. Received Patrick Shaw,【2】 new Australian Chargé d’Affaires. At 5:30, took Hendrickson to call on T. V. Soong 【宋子文]. Topics: shipping, coal, cotton, inflation, etc.
Hsieh 【薛篤弼] came at 4, to talk about the dike budgets: agreed on cutting down to about 6 billion: Yellow River and Yangtze about ½ and ½.
Ordered all regional staffs to go by special plane to their posts in order to get ahead of Hendrickson.
Evening, Yen Hsi-shan 【閻錫山] came to talk about Shansi. He said he expected a fair deal within my regulations. Of course, I promised.

1941-1945年擔任美國剩餘物資銷售管理局(Surplus Marketing Administration)及其接續機構之局長助理,1945年任戰時糧食管理局商品信用公司(Commodity Credit Corporation)副總與供應組主任,同年4月返回軍職。
後曾隨聯合國善後救濟總署副署長韓雷生進行為期六週的訪華行程,返國不久,1946年1月被任命為聯合國善後救濟總署駐華辦事處執行長,5月調任行政院善後救濟總署副執行長(執行長劉鴻生),6月離職後,曾任行政院長宋子文的中國糧食分配問題顧問。
