Whole morning devoted to a conference with Kizer and his staff: discussion of relief problems in Kweichow. The total number of refugees is about 30,000. Agreed to start work primarily in railway area from 都勻 to 南丹, and secondarily in West Hunan, from 晃縣 to 馬廠坪, but no work west of 馬廠坪. Had Harry Price 【畢範理] and Green in for lunch: more talk about Kweichow. Whole afternoon in the office, but somehow, nothing was really accomplished: went over descriptions of positions offered to foreigners in CNRRA 【行政院善後救濟總署]. Had a long talk with Lo Chia-lun 【羅家倫], who told me that Wang Shih-chieh 【王世杰] and he had handed in my name to C. 【蔣中正] as a candidate to 6th Plenary Meeting of Party. We talked about Hsingkiang. Dinner with 王時, Division Commander in western Hunan. Ho Yao-tsu 【賀耀組] was there. We discussed a dispatch of the Central News Agency 【中央社] from Washington about some grave military-political event. We guessed: major naval disaster in Pescadores? Russian separate peace with Germany? Russia-Japan approchement? Military disaster in Germany? Went to chat with Fu Sze-nien 【傅斯年]. Again, guesses as to the grave event. Fu told me that Hsiung Shih-hui 【熊式輝] had told him that Hsiung had nominated me to C. as deputy to 6th Plenary Meeting. Heard that T. V. 【宋子文] had nominated Chiang Monlin 【蔣夢麟] as Secretary-General of Executive Yuan. Not so bad after all.
