At 9 a.m., cabinet. Afterwards, had a long talk with Wong Wen-hao 【翁文灝], who complained about his difficulties with T. V. 【宋子文] and with budget-makers. Had a moment with T. V. Received a good letter from Fu Sze-nien 【傅斯年], giving me sound advice about politics. At 11, went over to CNRRA 【行政院善後救濟總署]: to hold a talk with Cheng 【鄭道儒], to receive callers. At 2, Sweet came over to talk about the agenda of UCR 【美國援華聯合會] meeting. At 3, UCR; lasted till 5:15. Hitch came over to the Health Center: many spoke very strongly, one man calling it a disgrace to spend $11,000,000 for a building, another thought the YWCA, the ultimate beneficiary, had resorted to sharp practices. Finally, the item was passed, with reduction of $2,000,000. Another discussion arose over the mode of distribution of $165,000,000: some preferring a general distribution, some preferring distribution in proportion to need. Finally, the matter was referred to the Committee on Education. When back, found C. M. Chang 【張純明] and Shih Chi-nan 【施其南] awaiting me. Talk about transportation to India and from India to Australia, a wire having come from Shen 【沈士華] at Delhi that the American Army might provide a plane. At 7, Kizer and Johnson【1】 came for supper and for talks about relations between the China Area Office and my office.
