Letter to 杭立武, suggesting ways of dealing with the Ch$165,000,000 from UCR 【美國援華聯合會]. Evening, invited Sir Horace Seymour 【薛穆], Lovink, Officer, Price, Elza, Calvin, and Wong Wen-hao 【翁文灝]、Franklin Ho 【何廉]、Chiu Chan-wei 【邱昌渭], P. H. Chang 【張平群] to dinner in Executive Yuan. Afterwards, Ho, Chiu, C. M. Chang 【張純明], newly arrived from Honan, Tuan-mo 【端木愷], and Chen K. W. 【陳克文], etc. assembled in my home. Topic: corruption. My view is—all officials may be divided into 3 classes: (1) those who will steal public money whenever possible, (2) those who will not under any circumstances, and (3) those who will suit conduct to circumstances.
