Rainy and cold. Had a talk with盛世才, urging him to pay close attention to program of agricultural rehabilitation as presented to UNRRA 【聯合國善後救濟總署]. Long talks with 胡可時, offering him post as assistant chief of Bureau of Storage and Transport in R. & R. Administration: also discussed with him ways and means of increasing the pay for staff. Asked 謝耿民 to find out for me, who, if anybody, is taking active steps to have P. C. Chang 【張彭春] transferred from Chile to the U.S.A. Long talks with 盧郁文【1】 on R. & R. Administration, giving him the economic philosophy behind it. At 2 p.m., attended a welcome meeting given by 50 some voluntary relief agencies. At 3:30, UCR 【美國援華聯合會] co-ordination committee: personally proposed that 5,000,000 be given for relief in south west corner of Hunan: committee passed the proposal. Glad that medical appropriations were passed without a quarrel between ABMAC 【美國醫藥助華會] and UCR. Meeting lasted till 5:30. At 6, went to headquarters of Bank of Communications: supper and lecture. Back at 8:30. Chat with Fu Sze-nien 【傅斯年]. Finished rereading Tom Sawyer. Wrote a letter to Yafeng 【許亞芬].

【1】盧郁文（1900-1969），原名光潤，字玉溫，直隸昌黎人。
北平師範大學畢業，曾赴英留學，1931年返國後任河北省教育廳高等教育科長，並執教於北京大學、北京師範大學、國民學院、河北法商學院。
抗戰爆發後，曾任國民政府行政院編審、經濟部參事、全國糧食管理局主任秘書，1943-1944年任河南省糧政局長兼地政局長，1944年4月起任國家總動員會議物資處長。
1945-1946年任新疆省政府委員兼財政廳長，後曾任資源委員會副委員長、立法委員等職。
中共建政後，任政務院參事、國務院副秘書長、全國人大代表等職。
