Finished writing a review of Lattimore’s The Making of Modern China.
Took lunch with Mr. Batt,【1】 Vice-chairman of WPB 【美國戰時生產局] and representative of Nelson on the Combined Boards;【2】 Gladieux and Allen Peyser【3】 were also present. Batt asked about China’s requirements as well as about possibilities of repayment. He suggested that China might take from the U.S.A. older and simpler machinery, rather than the latest, complicated, and expensive machinery. Nelson being about, I told Gladieux to tell Nelson that Kung 【孔祥熙] had cabled welcome to American economic mission.
At 5:30, went to Kao Tsung-wu’s 【高宗武]【4】 place, at 1915 Kalorama Road. Dinner on Hayden’s Farm. Did not get back until 12 midnight.

【1】William L. Batt（1885-1965），1919-1923年任瑞典軸承大廠思凱孚（SKF）在美國費城的分公司（SKF Industries, Inc.）總經理，1923-1950年任總裁。
1940年6月到華府加入美國國防顧問委員會（National Defense Advisory Commission）原料部，隨後入生產管理局（戰時生產局前身），先後擔任生產部副主任與原料部主任。
1942年戰時生產局成立，初主管原料需求部，之後升任副局長。
退休後，1950-1952年任美國經濟合作總署英國分署長。

【2】聯合委員會（Combined Boards）為二戰期間英美兩國為整合物資供給、生產與運輸之相關計畫，於1942-1943年間相繼創立的組織，通常是指以下四個單位：聯合原料委員會（Combined Raw Materials Board）、聯合運輸調節委員會（Combined Shipping Adjustment Board）、聯合糧食委員會（Combined Food Board）、聯合生產與資源委員會（Combined Production and Resources Board）。

【3】Ethan Allen Peyser（1897-1958），美國律師。
1941-1942年任美國經濟作戰局顧問、新聞檢查營運委員會（Censorship Operating Board）委員。
二戰期間並曾任戰時生產局國外部主任、需求委員會委員等職，1944年並任聯合生產與資源委員會執行長。

【4】高宗武（1905-1994），浙江樂清人，日本九州帝國大學法科畢業，後轉入東京帝國大學。
1931年返國後任中央政治學校教授，隔年入軍事委員會國防設計委員會任專員。
1933年被汪精衛（兆銘）延攬入外交部任日本問題研究員，後又任亞洲司科長、副司長，1935-1938年任亞洲司長。
後被蔣介石派往香港，以日本問題研究所為掩護，刺探日本和戰動向。
1938年11月在上海簽下日華協議紀錄，1939年12月30日汪日密約簽訂，隔年1月與陶希聖出逃香港，揭露密約內容，不久移居美國。
